Regional service centers (RSCs) are uniquely positioned to support districts with high-quality instructional materials (HQIM) implementation, yet their role in statewide implementation strategies is often underutilized.

This report explores how state education leaders can tap into RSCs as a professional learning resource to strengthen HQIM implementation.

Specifically, the report outlines three models for RSC support:

• Implementation Illuminator – Help districts understand the phases of implementation, what progress looks like, and role-specific actions correlated with implementation success.
• Implementation Partner – Help districts identify strengths, gaps, and next steps. Connect districts to vendors, tools, and resources, to help them make implementation progress.
• CBPL Partner – Deliver coaching/training on HQIM.
